We can look at the same thing and interpret them in different ways. Of course you are going to see your opinion as the correct one. And, in your opinion, since the Jamaicans have faster times than the Americans you are implying that they will win. Now in my opinion that is presumptive, arrogant and, yes, bragging that they will win over the Americans because of those times.
