Excessive police force?

Chp came to a friends house to arrest a drunk driver. They also took this guy on the ground in for what they said was interferring with an investigation after they had already found the DUI driver. You can tell he is a rookie cop an he dragged this guy for 10 feet across the yard telling him to get up the whole time, but he couldnt get up because he was handcuffed. I planning on going into the CHP but even I thought that what he did was wrong....fucken gay ass cop!!! But ya i took out my cell cam an started recording and the cop knew when he flashed the light on me...so he stopped dragging him.
